Fleet servicing gets scheduled by date because date is the only thing that is easy to track. A van doing short urban runs and one doing long motorway hauls go in on the same cycle, so one is serviced more often than it needs and the other less.

Odometer readings exist, but they live in a driver logbook or a fuel card statement rather than anywhere the maintenance schedule can reach. By the time anyone reconciles them, the interval has already passed or been wasted.
